The data in this study was picked up via developed quantitative and qualitative means. For the study, among primary school and secondary school teachers employed in the state and private schools within the municipality borders, 903 samples were chosen through quantitative and 109 samples were chosen through qualitative means to pick up data. According to the findings of this study, the most important problem concerning employee problems and agreement with the employee problems declared within the opinions in likert type scale is that “there is no a compensation of one year in each 4 years for the practical service”. Concerning the effect of employee problems on performance, the most important problem is that there aren‟t “any objective criteria in professional promotion” According to the opinions of primary and secondary school teachers, based on the open-ended poll, about the agreement with the employee problems, the most important problem is that “the teacher is not fully aware of their employee rights and that these rights are not transmitted to the teacher to a large extent”. Meanwhile, the most important about facing up the employee problems is that “the teacher is not fully aware the employee rights” and that “administrators behave against their rights".
