N2  - The majority of the works are dedicated to thespecific problem, for instance, scattering from the rough surface although, thegeneral theoretical bases of the statistical and spectral characteristics ofthe scattered light for the light of non-Gaussian statistics have not beenstudied so far. The signals with such statistics are produced when thecharacteristic scales of the refraction factor is in comparison with the sizeof illuminated region. In the present paper, we discuss the method of signalprocessing for analyzing first and second order statistical moments ofelectromagnetic radiation.
