N2  - The purpose of this study was to evaluate the educational activities of the public servants' unions in terms of the administration process and stages. To fulfill this purpose document analysis which is one of the qualitative research designs was utilized. The data resources of the study were composed of the up-to-date unions' and their confederations' charters and Law of Public Servants' Unions. Descriptive analysis was employed. The frequencies of the 59 charters' statements about the educational administration processes and stages were determined. The total number of the statements related to the administration processes were found to be 410. The ratio obtained through dividing this number by the number of the unions is extremely low. An examination of the statements with respect to the each administrational process revealed the weak and insufficient quality. It is concluded that the unions' educational activities were not congruent with the administration processes and stages. Moreover, Ministry of National Education was not mentioned in these activities
