Organized on the basis of popular-democratic model “from the bottom-up” and accurate representation as suggested by the Soviet government, but in fact, arranged on the basis of the “top-down” management according to the discretion of the party, Russia in the new era with a wide geographical and a large ethnocultural structure continues to preserve predominantly the central governmental political-administrative system. This work contributes an overview and detailed information on the organization of local governments in Russia, its powers and duties, etc. and aims to uncover the nature and properties of the terms of the local government system and the relations between central and local governments in this country
