N2  - It is seen that treasury named as knowledge changes, increases and unfortunately become old at the same speed in the period when the communication technologies have so reached high speed. While competition is a fact that damages the entire sectors mercilessly without limits, the two basic concepts as important as knowledge appear. First of them is revision of knowledge that is chosen, second is treatment of knowledge revised. The situation we are faced after attaining knowledge indicates R&D in the way of including preceding periods. The definition and necessity of R&D give responsibilities and obligations of vision to institutions, universities and individuals carry out countries of science and technology politics. Small and medium sized companies that should become adapted to this vision as required by definition and situation of them behave in the deprived of R&D condition. The conclusions of this research indicates that the owners of quality certification and the education level of managers increase from the level of 20 % to the level of 50 % even higher level of R&D proportion. In addition, The companies work on R&D are observed increase of capacity using ratio from 25% to 35%.
