Yaşanan bu değişimler neticesindebirçok ülkede özelleştirme politikaları ile kamu yönetimleri küçültülmeyebaşlanmış ve devletin tüm işleri bizzat yerine getirmek yerine bazı hizmetlerikoordine eden bir yapıya kavuşturulması amaçlanmıştır.Hizmet sunumundaverimliliğin artacağı inancı ve hizmet kullanıcılarının kaliteli hizmettaleplerinin en mükemmel ölçüde karşılanabilmesine olanak sağlaması,özelleştirme biçimlerinden kontrat yönteminin kamu yönetiminde yaygın birşekilde kullanılmasına neden olmuştur. Kontrat yöntemi, maliyet tasarrufu veetkinlik, rekabetin artması ve kaliteli hizmet sunumu, hesap verilebilirlik vekatılımın artması, uzmanlaşma, esneklik gibi çeşitli fırsatlar ortayaçıkarırken, özel sektörün sadece kâramacı gütmesi, yöntemin uygulanmasındaki güçlükler ve teknik eleman eksikliği, kontratlara karşı çıkabilecekdirenmeler, rüşvet ve yolsuzluğun artması gibi bazı tehditler de ortayaçıkarmaktadır.Buçalışmanın temel amacı kamu yönetiminde kontrat yöntemi kullanımının hangidurumlarda fayda sağlayacağını hangi durumlarda ise bir maliyet unsuruolacağını tespit ederek kontrat yönteminin lehindeki ve aleyhindeki argümanlarıortaya koymaktır. Traditional public administrationfell behind the economic, social, political and technological developments,which resulted in questioning of the welfare state approach and the Keynesianpolicies. As a result of these changes and transformations, publicadministrations have started to shrink due to privatization policies and it isaimed to develop a public structure which coordinates some services rather thanundertaking all of them itself.Thanks to thebelief that efficiency of service provision will increase and its capacity meethigh-quality service demand of the service users at the highest level,contracting-out, one of the privatization methods, has started to be usedwidely in the public administration. Contracting-out brings some opportunitieslike cost saving and efficiency, increasing competition and high-qualityservice provision and increasing accountability and participation,specialization, flexibility on one hand and brings some challenges like privatesector seeking only profit, difficulties in application of the contracting outmethod and lack of technical personnel, possible resistance to the contractsand increase in corruption and fraud on the other hand.Main aimof this study is to detect the conditions under which contracting-out can bebeneficial in public administration and the conditions under which this methodcan turn into a cost element and to list the arguments in favour of and againstthe contracting-out method.
