AB  - Kentlerde sunulan kamuhizmetlerinin başında güvenlik yani vatandaşlara olabildiğince suçtanarındırılmış emin ve güvenli bir ortam sunma gelir. Her ne kadar merkeziyönetimler, kentlerde suç önleme politikalarını oluşturmak, sürdürmek vegeliştirmek ve vatandaşlar için emniyetli ve güvenli ortamlar sağlama konusundaana sorumluluğa sahip olsa da, kentlerde suç önlemeyi teşvik etmek ve sürdürmekiçin yerel yönetimlerin yapabilecekleri eylemler çok önemlidir. Güvenliğinsağlanmasında değişen paradigma ile birlikte gelen proaktif yaklaşım, yerelyönetimlerin kentlerde güvenliğin sağlanması ve suçun önlenmesinde önemligörevler üstlenmesini gerektirir. Suçun yerel düzeyde gerçekleşmesi gerçeğindenhareketle etkili suç önleme politikaları, merkezi yönetimlerin desteğiylebirlikte başarı olasılığını artıracak şekilde yerel düzeyde uygulamayakonulmalıdır. Bu bağlamda, yerel yönetimlerin kentlerde suç önleme hususundaetkinliklerini artırmak amacıyla merkezi yönetim, yerel yönetim ve sivil toplumkuruluşlarının bilgi ve tecrübelerini birleştiren ve çok disiplinli ortaklıklartarafından kullanılabilecek yaygın iki program geliştirilmiştir. Bu çalışmada,CSIR Suç Önleme Merkezi ve BM-Habitat tarafından geliştirilen “Yerel Suç ÖnlemeProgramı”na odaklanılmış ve bu program detaylı bir şekilde ele alınmıştır. Bumakale, yerel yönetimlere suç önlemede yardımcı olabilecek eylem stratejilerive önerileri sunmayı amaçlaması bakımından önemli görülmektedir. Makalenin,kentlerde suçu önleme ve suçla daha etkin mücadele bağlamında yerel düzeydeuygun politika uygulamalarının tanımlanmasına ve işe koşulmasına yardımcıolacağına inanılmaktadır.

N2  - Security,that is providing a safe and secure environment free from the crime, comes atthe first place of the public services offered to the citizens in the cities. Althoughcentral governments have a primary responsibility for establishing, maintainingand improving crime prevention policies in urban areas and providing safe andsecure environments for their citizens, the actions that local governments cantake to promote and maintain crime prevention in urban areas are crucial. Theproactive approach that comes with the changing paradigm in ensuring securityrequires local governments to undertake important tasks in securing cities and preventingcrime there. Accepting the fact that crime occurs at the local level, effectivecrime prevention policies must be implemented at the local level, with thesupport of central governments, to increase the likelihood of success. In thiscontext, two common programs have been developed that combine the knowledge andexperience of central government, local government and non-governmentalorganizations and can be used by multidisciplinary partnerships to enhance theeffectiveness of local governments’ capacity in crime prevention in urbanareas. This work focuses mainly on the "Local Crime PreventionProgram" developed by the CSIR Crime Prevention Center and UN-Habitat, andthis program is dealt with in detail. This article is important for the purposeof presenting action strategies and recommendations that can help localgovernments in crime prevention. It is believed that this article will helpidentify and implement appropriate policy implementations at local level in thecontext of crime prevention and fighting against crime in the cities moreeffectively.
