The city has been founded by Rusa II for ensuring the security of central Tuspa. On the left shore of the River Akcay the city had been controlling the Kara Ziyaeddin lowland. A couple irrigation channels from River Akçay were sustaining both the Bastam City and the lowland. Elaborate studies had been conducted in the leadership of W. Kleiss and S. Kroll in Bastam City, also known as Rusai.URU.TUR, later continued by H. Shahidi.Providing substantial information onwards the Bronze Age, Bastam has been constructed under the rule of Rusa II, in the widest sense. The construction of Bastam is significant in terms of demonstrating the power of the Urartu State during the Urartu expansion in Persia.
