After this city had become an important Islamic center with the inhabitation of many Muslim Arabs, it became an attractive place. As Tbilisi was far from the center of the Caliphate, it appeared to be the hope of the concerns of political pressure. Qays b. Sa’d b. Ubada who was close to Ali was one of them. Qays was the leader of the Sıffin scout and the Egyptian governor during the period of Ali. The harsh statements in the correspondence between Qays and Muawiyah b. Abu Sufyan led to tensions in the Egypt governing period. Therefore Qays Damascus to worry about declaring the caliphate of Muawiyah.
