AB  - Avrupalılar feodalilişkiler altında, modern devletler sistemi ya da siyasi bir birlik içindeolmak fark etmeksizin, tüm insanlar gibi, her daim güvenlik arayışındaolmuşlardır. Brüksel için bütünleşme kıtanın iç ve dış güvenliğinin sağlanmasıiçin en etkili ve güçlü araçlarından birisi olagelmiştir. Esasen, bütünleşmesürecinin en önemli motivasyon kaynaklarının Avrupa Birliği (AB)vatandaşlarının can, mal ve özgürlüklerinin “korunması” olduğu öne sürülebilir.Bu amaca ilişkin Birlik çok sayıda ortak politika üretmiştir. Ortak Dış veGüvenlik Politikası da bunlardan biridir. Ancak, bu “ortak” politikayı inşaetmeye giden yol hayli zorludur. Soğuk Savaş döneminde Topluluk için dışpolitika oluşturmak adına yapılan girişimler zayıf ve yavaş olsa da kıymetlibir deneyim olacaktır. Soğuk Savaş’tan sonra ise uluslararası ve bölgeselgelişmeler Birlik için “ortak” bir dış ve güvenlik politikası üretmek için dahaiddialı adımlar atmasına olanak sağlayacaktır. AB’nin vatandaşlarının gözündevarlığını güçlü bir şekilde sürdürebilmesi güçlü, aktif ve tutarlı bir ODGP ilemümkündür. Bugün ulaşılan seviyenin daha ileri bir noktaya çıkarılmasına olanihtiyaç devam ederken geçmiş deneyimlerin izlerinin sürülmesi sürecin daha iyianlaşılması için yararlı olacaktır. Bu çalışma ortak bir dış ve güvenlikpolitikasının oluşumda köşe taşları olarak adlandırılabilecek önemliantlaşmaları, zirve sonuç bildirilerini ve konuşmaları incelemeyiamaçlamaktadır. Ayrıca, bu politikanın oluşturulmasında karşılaşılansıkıntıları değerlendirmek adına uluslararası sistem göz önündebulundurulmuştur.

N2  - It isnot a matter of concern for Europeans that they are living under feudalrelations, modern states system or in a political union; like all humans, theyhad always been in a search for security. To provide internal and externalsecurity for the continent, the integration process has been one of the mostpowerful and effective instruments of Brussel. Actually, it can be argued thatmain motivations of integration process are obviously to “protect” the lives,properties and liberties of the citizens of European Union (EU). To this end,EU formulated many common policies. Common Foreign and Security Policy (CFSP)is one of them. However, the road to construct it as a “common” policy wasquite a challenge. In the era of Cold War, there had been weak and slowprogress but the efforts to formulate a foreign policy for the Community willbe a precious experience. After the Cold War, the international and regionaldevelopments will allow to follow more ambitious steps to have a “common”foreign and security policy for the Union. To stay strong in the eyes of itscitizens, EU needs a strong, active and coherent CFSP. Today while the need for further progress iscontinuing, it is essential to see the trails of past experiences to understandthe process better. This study will try to examine important treaties, summitconclusions and speeches which can be named as corner stones of creating acommon foreign and security policy. Also, to figure out the shortcomings ofconstructing this policy, the basic dynamics of international system will betaken into the consideration.
