Ancak, Bush yönetiminin imparatorlukprojesinin başarısızlığa uğramasıyla birlikte ABD, artık ne imparatorluktu ne de bu ülkeninhegemonyaya geri dönüşü söz konusuydu. Bu noktadan itibaren ABD, artık Bushdönemindeki gibi dünyaya “ya bizimlesiniz ya da bize karşı” şeklinde dikte etme lüksünü dekaybetmiştir. Bush yönetimi döneminde ABD, değişen dünyada avantajlı konumunukullanarak imparatorluk projesini uygulamaya ve dünyayı kendi çıkarlarına göreşekillendirmeye çalışmıştı, fakat bu politikalar başarısızlıkla sonuçlanmakla kalmamış, pekçok alanda da ABD’nin üstünlüğünü kaybetmesine ve dünyadaki prestijinin de ciddi derecedezarar görmesine yol açmıştır. İşte bütün bunlardan sonra iktidara gelen Obama ile ABD’ninBush yönetiminin enkazını temizlemeye ve yeni bir restorasyon/revizyon politikasınayöneldiği ifade edilebilir. Bu da Bush döneminde iyice bozulan ilişkiler nedeniyle Obamayönetiminin ilk olarak İslam dünyasıyla ilişkilerini düzeltmeye yönelik politikaizleyeceği/diği anlaşılmaktadır. However, since the project failed, the US, which could not be anempire either, passed into a revision period, as there is no way going back to hegemony. Fromthat point on, the US lost its luxury to dictate “be either on our side or against us” like it didduring Bush’s term. During the Bush administration the US tried to use its advantageousstatus in the changing world with its empire project and strived to shape the said change infavor of its own interests. However, it could not succeed and, on the contrary, ended upweakening its present effectiveness and lost its superiority in many fields. Subsequently theObama administration will mostly clean up the mess left by the Bush administration and willgo for a revision.
