AB  - İspanya Veraset Savaşları Yeniçağ Avrupa Tarihi’nin en önemli dönümnoktalarından biridir. Fransa dönemin en ihtişamlı ve güçlü devleti konumdaydı.Fransız kralı XIV. Louis, kendi hâkimiyet sahasını İber Yarımadasında, Ren Bölgesinde ve Benelüks topraklarında genişletmek istemekteydi. Verimli ancak çokdar bir coğrafyada yer alan kurulu olan yedi birleşik devletçikten oluşan Hollanda Cumhuriyeti’nin herhangi bir ittifaka girmeksizin kendisini savunması zordu.Ayrıca temelde denizci bir devlet olan Hollanda, kara ordularının gücü sınırlıydı.Bu bağlamda Fransa tarafından tehdit edilmekte olan Hollanda Cumhuriyeti, birçok devletten destek girişiminde bulunmaktaydı. 1683’teki II. Viyana Kuşatması ve sonrasında uğranılan mağlubiyetlerle, Osmanlılar bir miktar güç ve prestijkaybetseler bile, bu dönemde Osmanlı İmparatorluğu, Avrupa’nın hâlâ en güçlüdevletlerinden biri konumundaydı. 14. Louis’in agresif dış politikasından endişeeden Hollandalılar, Fransa karşıtı koalisyonun mümkün olan en geniş tabanda gerçekleşmesini istemekteydiler. Yayımlanan bu belge, Hollandalıların Osmanlıhükümdarı II. Mustafa nezdindeki diplomatik inisiyatifi ile alakalıdır. Osmanlılarise, Hollanda’nın yardım talebinin geldiği bu dönemde, 16 yıllık uzun ve yıpratıcı savaşın yaralarını sarmakta meşguldüler. İmparatorluk diplomasisi temel hedefolarak Karlofça’daki kayıpların telafisine yönelmişti. Bâb-ı Âli için, Fransa’nınyükselişi gerek coğrafî uzaklık gerekse de imparatorluğun politik hedeflerinedeniyle, ikinci derecede öneme sahip bir riskti. Bu bağlamda, Osmanlı İmparatorluğu, Hollandalılara yardım etmeyi veya Fransa karşıtı ittifaka dâhil olmayı,kendisinin asıl rakibi olan Avusturya’ya karşı negatif bakışı nedeniyle reddetmiştir.Anahtar Kelimeler: İspanya Veraset Savaşları, Hollanda Elçiliği, Osmanlıİmparatorluğu, II. Mustafa, Fransa, İttifak.Abstract:War of the Spanish Succesion is one ofthe most important milestone for theEarly Modern Age European History. France was the most flourishing and puissant state that era. French monarch XIV. Louis, wanted to expanse his hegemonyover Iberian Peninsula, Rhineland and Low Countries. It was difficult for the Dutch Republic which composed of seven united states and established in a productivebut very narrow geography, to defend itself without any alliance. In addition, theNetherlands, which was basically a maritime state, was limited in the power of landarmies.With in this context Dutch Republic which was threatened by France, and ithad started to seek diplomatic help for several countries. In this era Ottoman Empire was still one of the most powerful countries in Europe. The Dutch who concerned about 14, Luois’s aggressive foreign policy, wanted the anti-France coalition totake place as broadly as possible. This scrutinized document is related with, Dutchdiplomatic initiative in the presence of Ottoman sultan II. Mustafa. The Ottomans,on the other hand, were busy with the 16-year long and weary war wounds in thisperiod when the Netherlands had applied for aid. The empire’s diplomacy was directed at the compensation of the losses in Karlowitz Treaty as the main objective. ForBâb-ı Âli, the rise of France was a second-order therat for its geographical distance,but also because of its political objectives. In this regard, the Ottoman Empire refused to help the Dutch or join the anti-France alliance because of its negative viewof Austria as its main rival.Key Words: War of the Spanish Succession, Dutch Embassy, Ottoman Empire,II.
