The word privilege may bedefined as special rights and conditions not granted to everyone bearing positiverepercussions in its meaning. Although this term is considered have a positiveimpact on the relations between Turkey and the EU, it is observed to cause anegative impact on the contrary. In this context, the option of Privileged Partnershipbrought to the agenda with the relations between Turkey and the EU will betackled along with all its details pertaining to both the relations of the EUwith third parties and Turkey. This study will explore the definition of theconcept Privileged Partnership via various examples. Followed by thisdefinition, this partnership model in the European Union and its legal basiswill be explained while investigating whether the European Union hasestablished such a relationship with a third country or not. In this regard,the discourse of Privileged Partnership will specifically be analyzed in thecontext of Turkey-EU relations, arguing that such a partnership between the twoparties will lead to negative model of Privileged Partnership for Turkey KW - Turkey KW - European Union KW - Privileged Partnership KW - Third Country KW - Association Relation N2 - Bu çalışma, özellikle Türkiye-AB ilişkilerindesıkça kullanılan “İmtiyazlı Ortaklık” söylemini ele alacaktır. Başkalarınatanınmayan özel hak ve şart olarak tanımlanabilecek olan imtiyaz, pozitif biranlam da taşımaktadır. Türkiye-AB ilişkilerinde de pozitif bir yanının olacağıdüşünülen İmtiyazlı Ortaklık seçeneği Türkiye ile AB arasındaki ilişkilerde tamtersine negatif bir etkiye neden olmaktadır. Bu bağlamda Türkiye-AB ilişkilerdegündeme gelen İmtiyazlı Ortaklık seçeneği hem AB’nin üçüncü ülkelerleilişkilerinde hem de Türkiye ile ilişkilerinde bütün detaylarıyla elealınacaktır. Bu şekilde çalışma, öncelikli olarak İmtiyazlı Ortaklık kavramınıntanımını örneklerle anlatmaya çalışacaktır. Daha sonra Avrupa Birliğinde bu türbir ortaklık modelini, hukuki dayanağını, Avrupa Birliğinin üçüncü bir ülke ilebu tür bir ilişki kurup kurmadığını ele alacaktır.
