Designing its strategy withBush Doctrine against “new” threat within global area, United States ofAmerica’s (USA) first and concrete use offorce in this context was the invasion of Iraq in 2003. The present studyfirstly assesses the Bush Doctrine withrespect to the historical and present context of the use of force. The Bush Doctrine that links a more peaceful and safe worldto global democratization, is analyzed within the framework of “the just war” (bellum iustum) and its importanttradition and least-emphasized dimension within the literature, holy war. Inthis context, the study intends to analyze USA’s discursive and politicalpractices to justify Iraq war that brings Bush Doctrine to holy war,international reactions to these attempts and tangible results of these policiesthrough the Iraq example. Küresel alandaki “yeni” tehdide karşı stratejisini BushDoktrini ile oluşturan küresel güç ABD’nin bu çerçevedeki ilk ve somut kuvvetuygulaması 2003 yılındaki Irak işgali olmuştur. Bu çalışma ilk olarak Irakişgali ile somut nitelik kazanan Bush Doktrinini,kuvvet kullanımının tarihsel gelişimi ve günümüzdeki kapsamı açısındandeğerlendirmektedir. Dünyanın daha barışçıl ve güvenilir olmasınıdemokrasilerin küresel alanda yaygınlaştırılmasına bağlayan Bush Doktrini, haklı savaş ve bu savaş biçiminin önemligeleneği ve literatürde yeterince dikkat çekilmeyen boyutu kutsal savaşbağlamında incelenmektedir.
