AB  - İzmir şehrinde stratejik yönden önem taşıyan İzmir Liman Bölgesinde, kentsel tasarım proje yarışmasında elde edilen verilerin nazım imar planına dönüştürülmesi sürecinde yaşanan sorunlar ele alınmıştır. Bu çalışma çerçevesinde sorunların temelini, bölgenin coğrafi verilerini ve ekolojik süreçlerini yeterince ele almayan planlama süreci ve konunun büyük ölçüde yatırımcıya uygun koşullar sağlama hususuna indirgenmesi oluşturmaktadır. Bu durumda proje yarışmasında bölge için öngörülen çok işlevli hususların yerini sadece ekonomik dinamiklerin belirleyici olduğu yeni kent merkezi ve geleneksel imar planlama pratiği almaktadır.İzmir’in emsal durumdaki Akdeniz kıyı kentleriyle rekabet edebilmesi yolunda bölgenin taşıdığı önemden hareketle; coğrafi verileri ve ekolojik süreçleri gözeten disiplinlerarası çalışmaları temel alan, bölgeye özgü bir planlama ve tasarım anlayışı geliştirilmesi, bu kapsamda proje yarışması - planlama sürecinin yeniden ele alınması öngörülmektedir.Anahtar Sözcükler: İzmir Liman Bölgesi ; Kentsel Tasarım Proje Yarışması ; İzmir Liman Bölgesi,Nazım İmar Planı ; İzmir Yeni Kent Merkezi
N2  - İzmir Harbor District as a strategically significant domain of İzmir Metropolitan City has beenelaborated with a view to questioning the transformation of the urban design project competition’soutputs into the district’s structural plan. Within the confinement of this paper, the very source ofsome failures during this transformation falls into two basic references of which are the planningprocess itself in lack of accounting the region’s geographical features along with ecological cycles,and the breadth of the ongoing argument basically reduced only to providing the best investmentopportunities to possible entrepreneurs. So the pinpoint of this discourse emphasizes mostlyestablishing the new downtown of high-rise buildings, and ad-hoc urban development implication,instead of pursuing the pre-determined visions of the district’s multifunctional nature which were,however, inaccurately laid out within the project competition’s process.The paper based on the de facto that the harbor district potentially has substantial features for İzmir incompeting with some peer Mediterranean cities like Barcelona, Nice, Genoa, and Athens in terms ofeconomic, commercial and socio-cultural aspects. It should be imperative to step into a districtspecificplanning and design understanding within a well-conceived interdisciplinary setting,employing geographic determinants and ecological process alike.
