AB  - In order to assure the administrative necessities of İstanbul appearing to be a world-city, it is essential to soive such problems as the determinance of the legal boundries of metropolitan municipality, the reforms on inter-govermental ı-elations, tlıe organizational structure of the municipality, the relations between managers and the lower level personnel, the fiscal structure and the control mechanism.
