AB  - Bu çalışmada Türkiye’deki Büyükşehir belediyelerinin kendilerine tahsis edilen bütçeyle hizmetlerini ne derece doğru gerçekleştirdiklerinin belirlenmesi amaçlanmıştır. Dört hizmet alanınagöre oluşturulan çıktıya yönelik VZA modelleri ile etkinlik oranları belirlenen Büyükşehir belediyeleri için Maliyet Etkinlik Analizi gerçekleştirilerek, etkin olduğu belirlenen belediyelerin maliyette de etkin olup olmadıkları araştırılmıştır. Elde edilen bulgular, performans ölçümünde maliyet etkinlik oranlarının etkinlik oranlarına göre daha gerçekçi sonuçlar ortaya koyduğunu göstermiştir. Diğer taraftan etkinliği sağlamanın maliyet etkinliğini garantilemediği görülmüştür.

Forthe first step we obtain efficiency scores byapplying output oriented DEA model for fourdifferent services unit then we test whether theefficient municipalities are cost efficient or notbyusingCostEfficiencyAnalysis(CEA).Thusthefinding show that the cost efficiency scoresderivedfromCEAperformsmuchbetterthantheefficiencyscoresderivedfromDEAwhichmeansthatcostefficiencyscoresaremuchmorerealis‐tic than DEA efficiency scores.
