1946 seçimleri öncesinde ve seçimlerin yapılması sırasındaCHP’ye en fazla destek devlet kademelerinde görev alan amir vememurlardan gelmiştir. “Açık oy, gizli tasnif” ilkesinin benimsenmesi, bu desteğin ana sebeplerinden birisi olarak görülebilir. Çünkü“açık oy, gizli tasnif” gibi demokratik olmayan esasları bünyesindebarındıran seçim kanunu, seçimlerde hile ve yolsuzluk yapılmasınada imkân verir bir durumdadır ve bu sistem millet iradesinin özgürce tecelli etmesinin önünde önemli bir engeldir. Buna CHP teşkilatıve seçim komisyonlarında görev alan bazı kimselerin işgüzarlığı daeklenince seçimlerin güvenliği, güvenilirliği ve oyların masuniyetine gölge düşmüştür.Böyle bir ortamda yapılan seçimlerde Türk toplumu; iradesinekonulmak istenen ipoteğe, ilk günden itibaren demokratik ölçüleriçerisinde tepkisini göstermiştir. Fakat bu tepkiler, 1946 genel seçimlerinin demokrasi tarihimize “hileli” ya da “şaibeli” seçimlerolarak geçmesini önleyememiş, nihayetinde her daim tartışılan birseçim olarak karşımızda durmuştur.Çalışmamızın kapsamlı olması ve toplamda 43 sayfayı bulması nedeniyle bu çalışmamızı iki ayrı kısımda vermek mecburiyeti hasıl olmuştur. Bu nedenle Sayı: 75’de yer alan 1. Kısımda; Cumhuriyetinİlanından 1946 Seçimlerine Kadar Türk Demokrasisi, 1946 Seçimlerine Kadar İktidar - Muhalefet ilişkileri, 1946 Seçimleri Öncesi Partilerin Seçim Propagandaları ele alınmıştı. Çalışmamızın bu kısmındaise; 1946 Seçimlerinde partilerin Adayları, 1946 Seçimlerinin Yapılması, Seçim Sonuçlarına İlişkin Yapılan Tartışmalar ele alınacaktır.
Before the 1946 elections and during the elections, the most support to the CHP the ruling party made by the civil servants and thesupervisors who worked fort he state. When the officiousness of theelection committee and some members of the CHP added to thissupport overshadowed the reliability of the election and the innocence of the votes. The election law that included non-democratic principles like open vote and secret classification allowed the fraud andcorruption. Turkish society reacted in democratic standards to themortgage which wanted to be put their will since the first day. Unfortunately these responses couldn’t prevent the 1946 general elections to take part in history as “stained” or “fraudulent”.Because of being comprehensive and being 43 pages we have theobligation to give this study in two seperate sections. Therefore, (ınNumber: 75) as the first part of our section; from the declaration ofthe Republic until 1946 elections Turkish Democracy, until the 1946elections the ruling-opposition relations, pre 1946 elections partieselection propaganda is discussed. And in this study section the 1946elections parties’ candidates, 1946 elections, and the discussion about the results of election will be considered.
