Non-governmental organizations can play a supportive role in conflict prevention, conflict response and post-conflictpeacebuilding processes. They also can act as elements of multi-way diplomacy that complement and support diplomaticrelations at the state level and therefore it NGOs function can be seen as a link in the top-to-bottom and/or bottom-up diplomacy chain. In this context, it has been observed in the last thirty years that civil society structure in Turkey isincreasing its capacity and civil activities are gaining an international dimension.In this study, the African dimension of the peace-building capacity of Turkish NGOs will be investigated and civil societystructures in Turkey will be questioned in the frame of the functions of this capacity such as observation, protection,advocacy, social cohesion, socialization, facilitation, service delivery and fight with radicalization. Since suggestions willbe offered to improve the peace-building capacity of the civil society structure operating in Africa, which should beeveluated as a complementation of Turkish official policy toward African countries. At the same time, in this study,possible risks and advantages will be identified by discussing the harmony of official and civil institutions operating inAfrica from a peace building perspective.
Sivil toplum kuruluşları çatışmaları önleme, çatışmalara müdahale etme ve çatışma sonrası barış inşası süreçlerindemerkezi olmasa da destekleyici rol oynayabilmektedirler. Devletler düzeyinde icra edilen diplomatik münasebetleritamamlayıcı ve destekleyici nitelikte çok yollu diplomasinin unsurları olarak faaliyet icra edebilen STK’ların zaman zamantavandan tabana ve/veya tabandan tavana diplomasi zincirinin birer halkası olarak fonksiyon icra ettiklerigörülebilmektedir. Bu çerçevede Türkiye’de sivil toplum yapısındaki kapasite artışı ve sivil faaliyetlerin uluslararası boyutkazanması son otuz yılda gittikçe artan oranda gözlemlenmektedir. Bu çalışmada Türk STK’ların barış inşa edicikapasitesinin Afrika boyutu araştırılacak ve bu kapasitenin unsurları olan gözlem/izleme, koruma, savunuculuk, sosyaluyum, sosyalleşme, kolaylaştırma, servis sağlama ve radikalleşme ile mücadele fonksiyonları çerçevesinde Türkiye’dekimevcut sivil toplum yapısı sorgulanacaktır. Böylelikle Türkiye’nin Afrika ülkelerine yönelik resmî politikasınıtamamlayacak ve destekleyecek mahiyette değerlendirilmesi gereken Afrika’ya yönelik faaliyet gösteren sivil toplumyapısının barış inşa edici kapasitesinin geliştirilmesi için öneriler sunulmaya çalışılacaktır. Aynı zamanda bu çalışmada,Afrika’da faaliyet gösteren resmî ve sivil kurumların barış inşası perspektifinden uyumları tartışılarak muhtemel risk veavantajlar tespit edilmeye çalışılacaktır.
