                            <p>Uluslararası alanında yükselen güç statüsü nedeniyle Çin&#039;in faaliyetleri ve gelişmekte olan dünya üzerindeki çeşitli etkileri uzun süredir tartışmalı durumundadır. Afrika&#039;yla son yıllardaki etkinlikleri, analistlerin kıtayla olan ilişkisini sömürgecilikten kazan-kazan bir ortaklığa kadar çeşitli temsillerde tasvir etmiştir. Çin&#039;in Afrika&#039;daki varlığının geleneksel tartışması onu üç farklı teorinin çatışmasıyla değerlendirirken, Panda-hugger ve Dragon-slayer&#039;in Çin&#039;in Afrika için bir fırsat veya tehdit teşkil ettiği perspektifi, iki aşırılık yanlısının lehine ilginç ve ikna edici argümanlar ortaya koymaktadır. Aslında çağdaş Çin-Afrika işbirliği, Çin’in ekonomik büyüme ve istikrarın desteklenmesini amaçlayan barışçı bir dünya düzeni oluşturulmasına katkıda bulunmak amacıyla pragmatik ekonomik ve siyasi araçları bir araya getirerek inşa edilmiştir. Çin&#039;in Afrika&#039;daki varlığının siyaseti şüpheyle değerlendirilmesi, bu idealin peşindeki Çin&#039;in Afrika ortaklarının çoğuyla tercihli enerji anlaşmaları karşılığında yardım kullanımı hakkındaki endişelerle gündeme gelmektedir. Bu makale, Çin ve Afrika İşbirliği Forumu olan FOCAC’ın bir değerlendirmesini yaparak kurulmasına neden olan hedefe ulaşılmasına ne ölçüde katkıda bulunduğunu anlamayı amaçlamaktadır. Makale, Afrika ile ilişkisini sürdürmek amaçlı atılan en önemli adımlardan biri olan FOCAC aracılığıyla Çin ve Afrika arasındaki ilişkilerinin kurumsallaşmasının, Çin&#039;in işbirliğini geliştirmesi için Afrika&#039;ya sunduğu stratejik bir fırsat olduğunu savunmaktadır. Aynı zamanda bu makale, Çin&#039;in Afrika için güvenilir bir yatırım ortağı olarak görülmesine rağmen, Kıtanın ülkelerinin, ekonomik kalkınmaları uğruna bahsi geçen fırsatı değerlendiremiyor olmaları, bu işbirliğinden faydalanmamalarına neden olduğunu ileri sürmektedir.</p></trans-abstract>
