                                                                                                <abstract><p>Enerji, günümüz uluslararası sisteminde devletlerin ekonomik büyümesini, dış politika yönelimlerini ve rejim istikrarını şekillendiren temel bir unsur haline gelmiştir. Enerji gelirlerine dayalı ekonomilerde bu kaynaklar, yalnızca kalkınmanın değil, aynı zamanda siyasal meşruiyetin ve istikrarın da belirleyicisidir. Bu çalışma, Rentier Devlet Teorisi çerçevesinde Kazakistan ve Azerbaycan örneklerini karşılaştırmalı olarak ele almakta; enerji bağımlılığı ile rejim istikrarı arasındaki ilişkiyi incelemektedir. Azerbaycan, enerji gelirlerini merkezî kontrol altında toplayarak “dağıtım temelli istikrar” modeli geliştirirken; Kazakistan, yabancı yatırımlar ve ekonomik çeşitlendirme politikalarıyla “kalkınma odaklı pragmatik” bir yaklaşım benimsemektedir. Nitel araştırma ve süreç analizi yöntemleriyle yürütülen bu çalışma, enerji politikalarının her iki ülkede de rentier devlet yapısını güçlendirdiğini, ancak istikrarın niteliğini farklılaştırdığını ortaya koymaktadır. Böylece enerji, yalnızca ekonomik bir girdi değil, aynı zamanda bölgesel güvenlik, yönetişim ve siyasi sürdürülebilirliğin merkezinde yer alan stratejik bir unsur olarak değerlendirilmektedir.</p></abstract>

                            <p>Energy has become a key factor shaping the economic growth, foreign policy orientations, and regime stability of states in today’s international system. In rent-dependent economies, energy resources determine not only development but also political legitimacy and stability. This study analyzes the cases of Kazakhstan and Azerbaijan within the framework of the Rentier State Theory, focusing on the relationship between energy dependence and regime stability. Azerbaijan has developed a “distribution-based stability” model by maintaining centralized control over its energy revenues, while Kazakhstan follows a “development-oriented pragmatic” approach through foreign investments and economic diversification policies. Conducted through a qualitative and process-tracing methodology, the research reveals that energy policies in both countries reinforce rentier state structures, yet shape the nature of stability differently. Consequently, energy is evaluated not merely as an economic input but as a strategic element at the core of regional security, governance, and political sustainability.</p></trans-abstract>
