                                                                                                <abstract><p>Günümüzün giderek yoğunlaşan ve çok katmanlı hale gelen bilgi ortamında, dolaylı siyasi etki biçimleri akademik tartışmalarda giderek daha fazla önem kazanmaktadır. Buna karşın manipülasyon, ikna ve propaganda arasındaki kavramsal sınırlar hâlâ yeterince net değildir. Bu çalışma, manipülasyonun, açık rızaya dayanmaksızın bilişsel ve davranışsal yönelimleri şekillendirme kapasitesiyle ayırt edilen, özgül ve yapısal bir siyasi güç biçimi olduğunu ileri sürmektedir. Çalışma, kavramsal ve karşılaştırmalı bir çerçeve içinde manipülasyonu ikna ve propaganda ile birlikte siyasi iletişim bağlamında ele almakta; bilgi seçimi, çerçeveleme, sembolik temsil ve duygusal tetikleyiciler aracılığıyla algının nasıl biçimlendirildiğini incelemektedir. Elde edilen bulgular, iknanın rasyonel argümantasyona, propagandanın ise görece açık ideolojik yönlendirmelere dayanmasına karşın, manipülasyonun örtük bilişsel süreçler üzerinden işlediğini ve bireylerde özerk seçim yanılsaması yarattığını göstermektedir. Bu durum, kamuoyunun etkili biçimde yönlendirilmesini mümkün kılarken, aynı zamanda güç ilişkilerinin görünürlüğünü azaltmaktadır. Bu analiz, manipülasyonu meşruiyet, şeffaflık ve bireysel özerklik ekseninde ele alarak, onu çağdaş siyasal güç yapılarını anlamada merkezi bir analitik kategori olarak konumlandırmaktadır.</p></abstract>

                            <p>As contemporary information environments become increasingly dense and multilayered, indirect forms of political influence have gained growing attention in academic debates. Nevertheless, the conceptual boundaries between manipulation, persuasion, and propaganda remain insufficiently defined. This study advances the argument that manipulation constitutes a distinct and structurally embedded form of political power, marked by its covert operation and its ability to shape cognitive and behavioral orientations without explicit awareness or consent. Drawing on a conceptual and comparative approach, the analysis situates manipulation alongside persuasion and propaganda within the broader field of political communication. It examines how processes such as information selection, framing, symbolic representation, and emotional triggering contribute to structuring perception and guiding collective behavior. The findings suggest that, unlike persuasion, which relies on rational argumentation, and propaganda, which operates through relatively explicit ideological messaging, manipulation works through implicit cognitive processes that generate an illusion of autonomous choice. In doing so, it enables the effective management of public opinion while simultaneously rendering underlying power relations less visible. By addressing its implications for legitimacy, transparency, and individual autonomy, the study positions manipulation as a central analytical category for understanding contemporary configurations of political power.</p></trans-abstract>
