This study aims to analyze the determinants of inflation in Turkey within the context of monetary and fiscal effects. Using data from 2000 to 2020, the model examines the impact of money supply, external public debt, budget balance, economic growth, unemployment, and the shadow economy on inflation. The findings indicate that budget discipline and the structure of employment have significant effects on inflation in both the short and long run. The analysis reveals that an improvement in the lagged value of the budget balance reduces inflation, which is consistent with the Fiscal Theory of the Price Level (FTPL). Furthermore, in the model where the money supply is excluded, it is found that the shadow economy contributes to higher inflation. These results underscore the importance of addressing fiscal imbalances, employment dynamics, and the informal economy, rather than relying solely on monetary policies, in the fight against inflation.

Bu çalışma, Türkiye’deki enflasyonun belirleyicilerini parasal ve mali etkiler bağlamında analiz etmeyi hedeflemektedir. 2000-2020 yılları arasındaki verilerle oluşturulan modelde; para arzı, dış kamu borcu, bütçe dengesi, ekonomik büyüme, işsizlik ve kayıt dışı ekonominin enflasyon üzerindeki etkileri incelenmiştir. Elde edilen bulgulara göre özellikle bütçe disiplini ve istihdam yapısı hem kısa hem de uzun dönemde enflasyon üzerinde önemli etkiler yaratmaktadır. Analiz sonucunda bütçe dengesinin bir dönem gecikmeli değerinde meydana gelen iyileşmenin enflasyonu azalttığı sonucuna ulaşılmıştır. Bu durum Fiyat Düzeyi Mali Teorisi (FTPL) ile uyumludur. Öte yandan para arzının dahil edilmediği modelde kayıt dışı ekonominin enflasyonu artırdığı sonucuna ulaşılmıştır. Bu bulgular, enflasyonla mücadelede yalnızca para politikalarından ziyade mali dengesizlik sorunlarının, istihdam dinamiklerinin ve kayıt dışı ekonominin enflasyon üzerindeki etkilerinin önemini vurgulamaktadır.
