Abstract

MELP© Vocoder is accepted as tlıe new candidate for 2.4 kb/s Federal Standard in USA by the Department of Defence in 1997 and NATO is expectedto change the old Standard by MELP by the end of year 2000. MELP therefore is tlıe favourite vocoder for speedı coding applications in tlıe new millenium.
