                                                                                                <abstract><p>Çalışma, Türkiye ve Kazakistan’ın yerel yönetim sistemlerindeki reform süreçlerini, farklı tarihsel ve idari köklerine rağmen ortaya çıkan benzer idari çıktılar üzerinden karşılaştırmalı olarak incelemektedir. Araştırmanın temel problemi, her iki ülkenin de küresel yönetişim ve demokratikleşme söylemlerine karşın, uygulamada neden merkezi otoriteyi güçlendiren yeniden merkezileşme refleksleri gösterdiğidir. Çalışma, merkezileşme eğilimlerini sadece siyasi bir otoriteleşme süreci olarak değil, aynı zamanda kriz yönetimi ve hizmet sunumunda devlet kapasitesinin yeniden inşasıyla uyumlu bir karma (hibrit) yönetişim stratejisi olarak kavramsallaştırmaktadır. Metodolojik olarak araştırma, En Farklı Sistemler Tasarımı (Most Different Systems Design) yaklaşımını benimsemektedir. Ankara ve Astana (Nur-Sultan) vaka analizleri yoluyla nitel bir karşılaştırma sunmaktadır. Bulgular, Türkiye’de 6360 sayılı Kanun ve Yatırım İzleme ve Koordinasyon Başkanlıkları gibi araçlarla sağlanan ölçek reformunun, Kazakistan’da ise Duyan Devlet vizyonu altındaki dikey hiyerarşinin, yerel özerklik yerine merkezi denetimi güçlendirdiğini göstermektedir. Çalışmanın alan yazına temel katkısı, her iki ülkenin de ne tam merkeziyetçi ne de tam adem-i merkeziyetçi olan, devletin yönetsel kapasitesini korumayı amaçlayan karma bir model ürettiğini kuramsallaştırmasıdır. Bu yönüyle araştırma, gelişmekte olan ülkelerdeki yerel yönetim reformlarının sadece bir demokratikleşme meselesi değil, aynı zamanda bir idari rasyonalizasyon ve kapasite inşası çabası olduğunu ortaya koymaktadır.</p></abstract>

                            <p>This study compares the reform processes in the local government systems of Turkey and Kazakhstan, despite their different historical and administrative roots, and finds that they yield similar administrative outcomes. The main problem of the research is why both countries, despite their discourses on global governance and democratization, exhibit recentralization reflexes that strengthen central authority in practice. The study conceptualizes centralization tendencies not only as a process of political authoritarianism but also as a hybrid governance strategy compatible with the reconstruction of state capacity in crisis management and service delivery. Methodologically, the research adopts the Most Different Systems Design approach. It presents a qualitative comparison through case analyses of Ankara and Astana (Nur-Sultan). The findings show that the scale reform achieved in Turkey through tools such as Law No. 6360 and the Regional Development and Investment Board (YİKOB), and the vertical hierarchy under the Hearing State vision in Kazakhstan, strengthen central control rather than local autonomy. The study’s fundamental contribution to the literature is its theorization of a hybrid model that is neither fully centralized nor fully decentralized, aiming to preserve the state’s administrative capacity. In this respect, the research reveals that local government reforms in developing countries are not only a matter of democratization but also an effort at administrative rationalization and capacity building.</p></trans-abstract>
