                            <p>The concept of mercantilism is one of the economic concepts that has been in use for more than two centuries. Its usage in economic literature has increased even more after the 2008 global economic crisis. In this study, we will try to reveal the role of the state in capital accumulation during the classical mercantilist period by referring to original texts. In this direction, we will first examine the historical meaning of Adam Smith&#039;s criticism regarding precious metals. Afterwards, we will conduct a discussion on how mercantilists wanted to use state power as a direct tool for capital accumulation. In the final subsection, we will touch upon the political economy of taxation within the political transition process experienced in our period. The study finishes with our assessment in the conclusion section.</p></trans-abstract>
                                                                                                                                    <abstract><p>Merkantilizm, iki yüzyılı aşkın süredir kullanılagelen iktisadi kavramlardan biridir. İktisadi literatürde özellikle 2008 küresel ekonomik krizinden sonra kullanımı daha da artmıştır. Bu çalışmada, klasik merkantilist dönemdeki sermaye birikiminde devletin rolünü orijinal metinlere başvurarak ortaya koymaya çalışıyoruz. Bu doğrultuda ilk olarak Adam Smith’in değerli madenler konusundaki eleştirisinin tarihsel anlamını inceliyoruz. Sonrasında merkantilistlerin devlet gücünü sermaye birikimine doğrudan bir araç olarak kullanmak istediklerine yönelik bir tartışma yürütüyoruz. Son alt bölümde ise, dönemimizde yaşanan siyasal geçiş süreci içerisinde verginin ekonomi politiğine değiniyoruz. Çalışma, sonuç bölümündeki değerlendirmemizle noktalanmaktadır.</p></abstract>
