Sağlık ekonomisinin ilk ve en geniş kapsamlı değerlendirmesini içeren çalışma, Kenneth Arrow (1963) “Uncertainty and The Welfare Economics of Medical Care” isimli çalışmadır. Sağlık ekonomisi çalışma alanı içindeki en temel konulardan birisi, sağlık piyasasında yaşanan piyasa aksaklıklarıdır. Piyasa aksaklıkları, ekonomik analiz ve tekniklerin yanı sıra, devletin sistemdeki etkinliğini arttırıcı sonuçlar ortaya koymaktadır. Piyasa aksaklıkları nedeniyle sistemdeki etkinliğini sürekli arttıran devlet ile özel sektör firmaları arasındaki karşılaştırmalı analizler, sağlık ekonomisinin kapsamını da genişletmiş ve finansman boyutunu da içine alarak önemini arttırmıştır. Bu çalışmada sağlık ekonomisi kavramı tanımı ve kapsamı açısından değerlendirilerek, devletin sağlık hizmetlerine müdahale gerekçeleri sıralanacak ve özel sektörün artan varlığına bağlı olarak ortaya çıkabilecek sorunlar devletin varlığına ilişkin gerekçeler olarak belirtilecektir.

The first and most comprehensive study of health economics is Kenneth Arrow (1963) Uncertainty and Medical Care. One of the most fundamental issues of health economics is the market failures in the health market. Due to market failures, government's position and duties in the system are increasing. Because the government is forced to make regulatory actions to the market. The comparative analysis between the government and the private sector companies, which has increased its share in the system due to market failures, has widened the scope of health economics and increased its importance by including the financing dimension. In this study, concept of health economics will be evaluated in terms of definition and scope and the reasons for intervention of government to health services will be listed.
