Barınma, fiziksel bir gereksinim olmanın yanı sıra emek gücünün yeniden üretimini, toplumsal eşitsizliklerin mekânsal biçimlenişini ve yurttaşlık haklarının maddi temelini içeren bir haktır. Bu çalışmada barınma hakkı, emek gücünün yeniden üretimi sürecindeki konumu, kullanım değeri ile değişim değeri arasındaki çelişki ve metadışılaştırma açığı üzerinden kavramsallaştırılmaktadır. Çalışma, bu kavramsal çerçeveden hareketle barınmanın neden sosyal devletin Altın Çağında dahi eğitim, sağlık ya da sosyal güvenlik kadar güçlü bir kamusal hak biçimine dönüşemediğini tartışmaktadır. Farklı sosyal devlet modelleri barınma hakkı açısından incelendiğinde, her modelin bu hakka sınırlı ölçüde kurumsal güvence sağladığı görülmektedir. Barınma hakkına erişim düzeyinden bağımsız olarak neoliberal düzenleme, bu kurumsal güvenceyi de aşındırmıştır. Konutun finansallaşması, barınmayı sermaye birikiminin bir aracına dönüştürmüş; sosyal devletin koruyucu işlevi ise yerini piyasa odaklı düzenlemelere bırakmıştır. Bu çerçevede çalışma, barınma hakkının sosyal devletin geleceği açısından kurucu bir öneme sahip olduğunu ileri sürmektedir. Konutun piyasa içi değerlenme mantığından kurtarılması ve kullanım değerinin sosyal adalet temelinde yeniden tanımlanması, sosyal devletin meşruiyetini ve metadışılaştırma kapasitesini yeniden tesis etmenin başlıca koşullarından biri olarak değerlendirilmektedir.
Housing is not only a physical necessity but also a right that encompasses the reproduction of labor power, the spatial configuration of social inequalities, and the material foundation of citizenship rights. This study conceptualizes the right to housing through its position in the process of the reproduction of labor power, the contradiction between use value and exchange value, and the decommodification gap. Building on this conceptual framework, the study discusses why housing failed to become as strong a public right as education, health care, or social security, even during the Golden Age of the social state. When different social state models are examined from the perspective of the right to housing, each appears to provide only limited institutional protection for this right. Regardless of the level of access to housing, the neoliberal mode of regulation has eroded even this institutional protection. The financialization of housing has transformed it into an instrument of capital accumulation, while the protective function of the social state has given way to market-oriented arrangements. Within this framework, the study argues that the right to housing has a constitutive importance for the future of the social state. Releasing housing from the logic of market-based valorization and redefining its use value on the basis of social justice are regarded as among the principal conditions for re-establishing the legitimacy and decommodification capacity of the social state.
