Öz
Education is an accelerating factor for development Economic development and growth naturally require highly skilled and qualified work force High education organizations at this point have a significant role as developers of skilled and qualified work force However recently the increasing demand pressure in almost all countries over the world results in financial problems for these organizations The student loan model as an alternative financing model suggests a large variety of financial resources for financing high education organizations Such model also includes private sector and trade banks This model which has been widely adopted by the developed countries in particular since the 1960s will be the focus of this study Key Words: Higher Education Student Loan Model Income Contingent Loan Model

Öz
Eğitim ekonomik kalkınmayı hızlandıran bir faktördür. Ekonomik büyüme ve kalkınma
yetişmiş insan gücüne ihtiyaç duymaktadır. Özellikle nitelikli insan gücü yetiştirmeye
dönük işlevleri ile yüksek öğretim kurumları çok önemli bir role sahiptirler. Ancak tüm
dünya ülkeleri için yükseköğretim kurumlarına son yıllarda artan talep baskısı ciddi bir
finansman sorununu da beraberinde getirmiştir. Yükseköğretimin finansmanında
alternatif bir finansman yöntemi olarak ortaya atılan öğrenci borçlanması modeli,
yükseköğretim kurumlarının finansmanında özel kesimin ve ticari bankalarında yer
aldığı geniş bir finansman yelpazesini öngörmektedir. Özellikle, gelişmiş ülkelerde
1960’lı yıllardan bu yana geniş bir uygulama alanı bulan model bu çalışmada ele
alınacaktır.
