                                                                                                <abstract><p>İklim değişikliği ile mücadelenin başarılı bir şekilde sürdürülmesinde, politika süreçlerine dâhil edilen aktörlerin çeşitlendirilmesine giderek daha büyük bir önem atfedilmektedir. Söz konusu bakış açısı, yerel yönetimlerin iklim eylemlerinde daha öncü bir aktör olması gerektiği düşüncesi doğrultusunda mikro düzeyde “yerel iklim yönetişimi” (YİY) kavramı ile somutlaşmaktadır. Sundukları hizmetlerin çeşitliliği ve yetki alanlarının genişliği, belediyeleri kentsel mekânda YİY’in temel aktörlerinden biri konumuna getirmektedir. Ancak belediyelerin bu alandaki etkinlik düzeyini büyük ölçüde belediye başkanlarının vizyonu ve çevreye yönelik yaklaşımı belirlemektedir. Buradan hareketle çalışmada, belediye başkanlarının iklim eylemlerinin oluşumunda oynadıkları rolün ortaya konulması amaçlanmaktadır. Bu bağlamda araştırmanın örneklemini, Artvin ili ilçe (Ardanuç, Arhavi, Borçka, Hopa, Kemalpaşa, Merkez, Murgul, Şavşat ve Yusufeli) belediye başkanları oluşturmaktadır. Yarı yapılandırılmış mülakatlara dayanan bu çalışmada, belediye başkanlarının doğup büyüdükleri çevre ile eğitim ve mesleki geçmişlerinin, çevreye yönelik bakış açılarını önemli ölçüde şekillendirdiği; kişisel özelliklerinin ise belediyenin iklim değişikliği ve sürdürülebilirlik ile ilgili eylemleri ve bir bütün olarak YİY üzerinde belirleyici bir rol oynadığı tespit edilmiştir.</p></abstract>
