Küreselleşme ve teknolojinin gelişimiyle birlikte artan haberleşme ve iletişim ağlarına yazılım sistemleri de eklenmeye başlanmıştır. Yazılım sistemlerindeki gelişmelerle, Türkiye’de afetleri yönetmek ve etkin olabilmek için bu alanda pek çok proje oluşturulmuştur. Bu projelerden biri de kurumlararası işbirliği ve koordinasyon ile güvenli kaynaklardan toplanan verilerin analizinde etkin olan Güvenlik ve Acil Durumlar Koordinasyon Merkezi’dir (GAMER). Bu çalışmada; GAMER’in Türkiye’de kriz yönetiminde afet ve acil durum boyutunda yazılım projesi olarak faaliyet alanlarının ne olduğu, Afet ve Acil Durum Yönetimi Başkanlığı (AFAD) ile arasındaki koordinasyonun nasıl sağlandığı, afetlerde kurumsal birimlerin koordinasyonunda etkisinin ne olduğu değerlendirilerek, afet yönetimi sürecinde GAMER’in rolü ortaya konulmaya çalışılmıştır.Çalışmada GAMER’in daha çok güvenlik odaklı verilerle afet sürecine bilgi akışı sağlamak üzere takip, plan, proje oluşturabilme ve yönlendirme faaliyetlerine katkıda bulunduğu fakat operasyonel bir görevinin olmadığı tespit edilmiştir.
With the development of globalization and technology, software systems have started to be added to the increasing communication and communication networks. With the developments in software systems, many projects have been established in Türkiye to manage disasters and to be effective in this field. One of these projects is the Security and Emergencies Coordination Center (GAMER), which is effective in analyzing data collected from secure sources through inter-institutional cooperation and coordination. In this study, the role of GAMER in the disaster management process is tried to be revealed by evaluating what GAMER’s fields of activity are in Türkiye as a software project in crisis management in the dimension of disaster and emergency, how the coordination between it and the Disaster and Emergency Management Presidency (AFAD) is provided, and what its effect is on the coordination of institutional units in disasters. In the study, it was seen that GAMER contributes to the activities of monitoring, planning, project creation and guidance activities to provide information flow to the disaster process with security-oriented data but it does not have an operational task.
