The State Archives (Hazine-i Evrak) of the Ministry of Foreign Affairs (MFA) of the Ottoman Empire in İstanbul which included documents from 1860-1922 period was incorporated into the MFA of the Grand National Assembly of Türkiye in March 1923. The State Archives which has been the main archive of the Ministry until its all archives in Ankara were brought together in the second half of the 1970s was transferred to the General Directorate of State Archives (DAGM) in 1986 in accordance with the 11th Article of the Law, No: 3056 dated 10.10.1984, including some documents belonging to the Republican period. The State Archives of the MFA carried out its activities under the name of General Documentation Directorate and under various different names for 63 years. The State Archives has been the main archive of the MFA for many years and was a valuable reference source for the MFA especially in the early years of the Republic. After the liaison unit of the MFA of the Republic of Türkiye in İstanbul ceased to exist in 1927, State Archives of the MFA functioned for a while as a “Representation Office” of the MFA which assumed its certain tasks. In this article, the activities of the State Archives in the years affiliated to the MFA were examined by making use of the documentson the subject in the Turkish Diplomatic Archives (TDA) of the MFA.
1860-1922 tarihleri arası belgeleri içeren Osmanlı Hariciyesine ait İstanbul'daki Hazine-i Evrak 1923 Mart ayında Türkiye Büyük Millet Meclisi Hükûmeti Hariciye Vekâletine bağlanmıştır. 1970'li yılların ikinci yarısında Bakanlık Merkez Arşivi oluşana kadar Bakanlığın ana arşivi konumunda olan Hazine-i Evrak 10.10.1984 tarihli ve 3056 sayılı Kanunun 11. maddesi uyarınca 1986 yılında, içindeki Cumhuriyet Dönemi'ne ait evrakla birlikte, Devlet Arşivleri Genel Müdürlüğüne (DAGM) devredilmiştir. Hazine-i Evrak Müdürlüğü Bakanlığa bağlı bulunduğu 63 yıl boyunca “(Umum) Evrak Müdürlüğü” ve bu birimin ardılları olan birimlere bağlı olarak faaliyetlerini icra etmiştir. Hazine-i Evrak uzun yıllar Bakanlığın ana arşivi görevini ifa etmiş ve özellikle Cumhuriyetin ilk yıllarında evveliyat bakımından Bakanlık için vazgeçilmez bir başvuru kaynağı olmuştur. Hatta İstanbul Temsilciliğinin kapanmasıyla bir süre Bakanlığın İstanbul'daki her türlü işine bakan bir “Temsilcilik” gibi çalışmıştır. Bu çalışmada, Dışişleri Bakanlığı Diplomatik Arşivindeki konu ile ilgili tespit edilebilen belgelerden yararlanmak suretiyle, Hazine-i Evrakın Bakanlığa bağlı bulunduğu yıllardaki çalışmaları/faaliyetleri incelenmektedir.
