Islahat Fermanı, Osmanlı tarihinin önemli dönüm noktalarından biridir. Fermanla Osmanlı vatandaşı gayrimüslimler hukuken Müslümanlarla eşit konuma getirilmiştir. Bu husus fermanın ilanı sonrasında bazı yerlerde Müslüman halkın fermana karşı fiili tepki göstermesine yol açmış, şiddet olayları yaşanmıştır. Osmanlı devlet adamları ve Müslüman kamuoyu Müslümanlar lehine bir hüküm içermemesi, yabancı devletlerin baskısı altında ortak akıl ve kamuoyu görüşü alınmadan hazırlanması, daha da önemlisi Osmanlı Devleti’ni yabancı müdahalesine açık bir hâle getirmesi yönüyle özellikle basın yoluyla fermanı eleştirmiştir. Muhalif kamuoyunun fermana karşı en temel eleştirisi Avrupa devletlerine verilen ayrıcalıkların alanının genişletilmesi olmuştur. Bu ayrıcalıklara istinaden Avrupa devletlerinin uzun süredir konsoloslukları aracılığıyla izledikleri Osmanlı vatandaşı gayrimüslimleri himaye politikasının yol açtığı olumsuz sonuçların giderilmesi gerektiğini dile getirmişlerdir. Babıali bu soruna ara bir çözüm olarak politika memurluğunu ihdâs etmiş, konsolosların ve yabancı ülke vatandaşlarının yoğun olarak bulunduğu bölgelere memurlar göndermiştir. Bu çalışmada politika memurluğunun mahiyeti, ne şekilde görevlerini icra ettikleri ve hangi şartlar altında dönüşüme uğradığı değerlendirilecektir.
The Edict of Reform is one of the most important turning points in Ottoman history. With the edict, non-Muslim Ottoman citizens were brought to a position of legal equality with Muslims. After the proclamation of the edict, this led to actual reactions of the Muslim population against the edict in some places and incidents of violence took place. Ottoman statesmen and Muslim public opinion criticized the edict, especially through the press, because it did not include any provisions in favor of Muslims, it was drafted under the pressure of foreign states without a common mind and public opinion, and more importantly, it left the Ottoman Empire open to foreign intervention. The main criticism of the opposition public opinion against the edict was the expansion of the scope of privileges granted to European states. Based on these privileges, they expressed that the negative consequences of the policy of patronizing non-Muslim Ottoman citizens, which had long been pursued by European states through their consulates, should be eliminated. As an interim solution to this problem, the Sublime Porte established the policy office and sent officials to the regions where consuls and foreign citizens were concentrated. In this study, the nature of the policy office, how officials performed their duties and under what circumstances it was changed will be evaluated.
