Rusya Müslümanları, 1905 ve 27 Şubat İhtilalleri sonrasında bütün millî güçleri konsolide etme, merkezî bir kurum ve program oluşturma, taleplerinin gerçekleşmesine yardımcı olacak müttefikler bulma yolunda çaba sarf etmişlerdir. Bu çalışmada, 27 Şubat İhtilali sonrası gelişmelere odaklanılmış, ülkenin yönetimini devralan Geçici Hükümet döneminde Rusya Müslümanlarının siyasi örgütlenme süreci, tüm Müslümanları temsil eden Rusya Müslümanları Sovyeti’nin kuruluşu ve faaliyetleri, kongre kararlarının kendi kitlelerini mobilize etme becerisi, siyasi çevrelerde etkileri ve Geçici Hükümet tarafından ciddiye alınma durumu liberal eğilimli Reç ve Russkiye Vedomosti gazeteleri üzerinden değerlendirilmek istenmiştir. Ayrıca Rusya Müslümanlarının gazeteleri haricinde farklı bakış açılarının değerlendirilmesinin olayların bütüncül bir şekilde kavranmasını sağlayacağı düşünülmüştür. Söz konusu gazeteler, bu açıdan ilk kez incelenmiştir. Genel olarak her iki gazetenin diğer gayri Ruslara nazaran Rusya Müslümanlarının siyasi faaliyetlerine umulmadık bir şekilde kayıtsız kaldıkları ve en çok Türkistan Bölgesi’yle ilgili haberleri sütunlarına taşıdıkları tespit edilmiştir.
After the revolutions of 1905 and February 27, Russian Muslims made efforts to consolidate all national forces, create a central institution and program and find allies who would help realize their demands. This study focuses on the developments following the 27 February revolution and aims to evaluate the political organization process of Russian Muslims during the Provisional Government that took over the administration of the country, the establishment and activities of the Soviet of Russian Muslims representing all Muslims, the ability of the congress decisions to mobilize their own masses, their effects in political circles, and the situation of being taken seriously by the Provisional Government, through the liberal-oriented newspapers Rech and Russkiye Vedomosti. In addition, it was thought that evaluating different perspectives outside the newspapers of Russian Muslims would provide a holistic understanding of the events. These newspapers were examined from this perspective for the first time. In general, it was determined that both newspapers were unexpectedly indifferent to the political activities of Russian Muslims compared to other non-Russians and that they mostly carried news about the Turkestan Region in their columns.
