                                                                                                <abstract><p>Bu çalışmada, İspanya’nın, 1978 Anayasası’nın kabulü sonrasında ortaya çıkan siyasal ve yönetsel değişim süreci ve yönü neticesinde son 30 küsur senede vardığı nokta, yönetim bilimi açısından ve tekçilik ve federalizm ikiliği bağlamında incelenmektedir. Sistem federal bir yapıya doğru mu evrimleşmektedir; yoksa bölgesel karakteri olan tekçi bir sistem olarak tanımlanabilir mi? Bu amaçla taranan alan yazınında ortaya çıkan sonuç, İspanya’daki özerk bölgeler modelinin uygulamada büyük oranda adı konulmamış kendine özgü bir federalizm uygulamasına dönüştüğü, fakat yönetim sisteminin bazı yönlerden hâlâ tam olarak federal bir karakter almadığıdır. Çalışmada İspanya örneği üzerinden tekçi bir devlet yapısının hangi şartlar altında federal bir karakter aldığı da incelenmektedir.</p></abstract>
