A Study on the Financial Resilience Potential of Level 3 Regions in Turkey

Öz

The concept of resilience has emerged in ecology and has been subject of research in various disciplines. After global economic crisis, the differentiation that occurred in the level of being affected by the crisis was tried to be explained with the concept of regional resilience. The concept was later used as regional financial resilience. Study; it has been prepared to evaluate the level 3 regions in Turkey in terms of financial resilience and to create literature for future studies. Determining the sensitivity and resistance levels of the level 3 regions against the crisis will enable to take precautions against the crises to be experienced in terms of the level 2 and level 1 regions. In this study; the reactions of level 3 regions in Turkey to the shocks are investigated. Based on the study, it can be said that there is a change in the sensitivity and resilience level of the level 3 regions and the characteristics change. The resilience of regions with low, medium and high sensitivity against crisis should be increased. It is thought that the study will be expanded to cover the inflationary pressure experienced in 2022 and econometric-statistical support will provide guiding results for policy makers.

Türkiye’de Bulunan Düzey 3 Bölgelerinin Finansal Dirençlilik Potansiyeli Üzerine Bir Araştırma

Öz

Dirençlilik kavramı, ekolojide ortaya çıkmış ve çeşitli disiplinler açısından araştırma konusu olmuştur. 2008 küresel ekonomik krizi sonrasında, bölgelerin krizden etkilenme düzeyinde meydana gelen farklılaşma bölgesel dirençlilik kavramı ile açıklanmaya çalışılmıştır. Kavram, daha sonra, bölgesel finansal dirençlilik şeklinde kullanılmaya başlanmıştır. Çalışma; Türkiye’de bulunan düzey 3 bölgelerinin finansal dirençlilik açısından değerlendirilmesi ve gelecekte yapılacak çalışmalar için literatür oluşturmak amacıyla hazırlanmıştır. Düzey 3 bölgelerinin kriz karşısında hassasiyet, direnç düzeylerinin belirlenmesi düzey 2 ve düzey 1 bölgeleri açısından yaşanacak krizler karşısında önlem alınmasını sağlayabilecektir. Bu çalışmada; 2012, 2016, 2018, 2020 ve 2021 yıllarında yaşanan şoklara Türkiye’de bulunan düzey 3 bölgelerinin verdiği tepkiler araştırılmaktadır. Çalışmadan hareketle düzey 3 bölgelerinin yıllara göre hassasiyet ve direnç düzeyinde değişiklik olduğu ve aynı zamanda karakteristiklerin değiştiği söylenebilmektedir. Bu durum ısı haritaları ile desteklenerek gösterilmektedir. Düşük, orta ve yüksek hassasiyete sahip olan bölgelerin, krize karşı dirençliliğinin artırılması gerekmektedir. Çalışmanın ilerleyen zamanda, 2022 yılında yaşanan enflasyonist baskıyı kapsayacak şekilde genişletilerek ekonometrik-istatistiksel olarak desteklenmesinin politika yapıcılar açısından yol gösterici sonuçlar ortaya koyabileceği düşünülmektedir.
