Öz

Afrika Birliği’nin 2016 yılı öncesinde de reform yapmayı amaçlayan birçok girişimi olmuş ve bu girişimler sonucunda Birlik, yeteri kadar tecrübe edinmiştir. Bu reformların bazıları yönetimin yasama boyutunu, bazıları örgütün idari yönünü içerirken, bazı reformlar da yargı boyutunu kapsamıştır. Afrika Birliği liderleri, önceki tüm reform girişimlerinin hedeflenen amaçlara ulaşmadığı tespitiyle, 2016 yılında Afrika Birliği kurumları için yeni bir reform projesi başlatmıştır. Bu çalışmanın amacı, Afrika Birliği’nin 2016 yılında başlattığı yeni reform projesinin gerekçelerini, bugüne kadar elde edilen sonuçları ve projenin önündeki en önemli engelleri analiz etmektir. Çalışma dört bölümden oluşmaktadır. Çalışmanın ilk bölümünde Afrika Birliği’nin kurumsal reformunun gerekçeleri, ikinci bölümünde ise reformların sınırlılıkları ele alınmıştır. Çalışmanın üçüncü bölümünde reform sürecindeki zorluklar incelenmiştir. Çalışmanın son bölümünde ise reformların mevcut başarı düzeyleri analiz edilmiştir.

A Study on the Levels of Success of Institutional Reforms of the African Union

Öz

The African Union has known many reform experiences which aimed to reform the union. Some of these reforms include the Union legal framework aspect, others include only the administrative aspect, while some reforms combine the objective and formal aspects simultaneously. In the last reform launched in 2016, the African Union leaders have targeted the Union institutions, after noticing that all previous reform attempts did not produce the expected objectives. In this article, we evaluated this project in order to find out its justifications, achievement, and the most important obstacles facing the project.
