Öz

II. Dünya Savaşı’ndan sonra küresel ticaretin serbestleşmesi doğrultusunda birçok girişimler ve kurumsallaşmalar gerçekleşmiş, Soğuk Savaş sonrasında ise bu doğrultuda yeni alanlar ortaya çıkmıştır. Bu süreçte IMF, Dünya Bankası ve Gümrük Tarifeleri ve Ticaret Genel Anlaşması (GATT), daha sona Dünya Ticaret Örgütü (DTÖ) gibi uluslararası örgütler ve kurumsallaşmalar önemli rol oynamıştır. Sovyetler Birliği'nin dağılmasından sonra Asya'daki yeni jeo-politik gerçekler ile küreselleşme sürecinde ikili ve bölgesel ticaret anlaşmaları, yeni bölgeselleşme hareketler doğrultusunda projeler ve kurumsallaşmalar gündeme gelmiştir. Bu kapsamda Rusya’nın girişimiyle Avrasya Ekonomi Birliği (AEB), Çin merkezli Kuşak-Yol, AB destekli TRACECA ve ABD’nin girişimiyle Yeni İpek Yolu (YİY) örneklerinde olduğu gibi yeni bölgeselleşme projeleri ortaya çıkmıştır. AEB dışındaki üç girişimin bölgesel örgüt özelliği her ne kadar net değilse de bunların bölgeselleşme ve entegrasyon fonksiyonları söz konusu olup bu kapsamda birçok sözleşme imzalanmıştır. Sovyet sisteminin dağılmasıyla bağımsızlığını ilan eden Kafkasya ve Orta Asya cumhuriyetlerinin Avrupa ve dünya ekonomisiyle entegrasyonunu hedef alan TRACECA projesi başarıyla gerçekleşmiştir. İlk defa 1996'da gündeme gelen AEB sürecinin tamamlanmasıyla bölge üzerinde Rusya ağırlıklı entegrasyon belirli bir aşamaya gelmiştir. YİY ise ABD'nin bir girişimi olup hedef bölgede önemli yatırımlar yapılmıştır. 2013'de Çin'in başlattığı Kuşak-Yol girişimi de en etkili ve tartışmalı bölgeselleşme örneğidir. Makalede belirtilen örnekler Bölgeselleşme ve Neo-Liberal teoriler açısından analiz edilmektedir.
