A Multi-Criteria Evaluation of Employment-Focused Policy Packages in Türkiye in the Context of Energy Shocks

Abstract

This study prioritizes deployable policy packages that jointly address energy and employment objectives for Türkiye, aiming to preserve jobs during energy price shocks while respecting fiscal and administrative constraints. The approach is a portfolio level comparison that evaluates complete packages in terms of speed, cost per job, feasibility, targeting accuracy and durability, rather than assessing single instruments in isolation. A transparent multi criteria framework is used: expert judgments from seven specialists populate a six criterion decision matrix, scores are normalized with a benefit and cost sensitive min max procedure, and weights are derived by the Entropy method and checked against an equal weights scheme. Simple Additive Weighting (SAW) is applied to rank the packages and Additive Ratio Assessment (ARAS) is used as a validation step. Results are consistent across methods and weighting choices and indicate that the package combining indexation thresholds, social tariffs and debt restructuring offers the strongest immediate employment protection, followed by targeted energy bill relief with short time work arrangements, and by export support with foreign exchange risk management for energy intensive firms. Efficiency grants, reskilling support, retrofit programmes and green oriented public investment emerge as suitable second wave measures that can consolidate longer term reductions in exposure once short term stabilization has been secured.
