                            <p>Özgürlük,sözlüklerde,birşeyinkendisidışındabirşeyveyaetkiylebelirlenmemişolmasışeklindetanımlanır.Butanımınnetliğinerağmenözgürlük,tarihboyuncavegünümüzdede,üzerindeençoktartışmayürütülenkavramlardanbiriolmayadevametmektedir.YirminciyüzyılınönemlisiyasetfelsefecilerindenIsaiahBerlin,özgürlüğün,başlıktageçtiğiüzerenegatifvepozitifolarakayrıştırılmasınınönemlibirmimarıdır.Berlinözgürlükkavramınınikilidoğasınıgözönündebulundurarakvedeğerçoğulculuğukavramınıdakullanarakahlakvesiyasetbağlamınınfarklıbirperspektiftendeğerlendirilmesiolanağınıyaratmıştır.ÖzgürlüğünpozitifvenegatifözgürlükolarakayrılmasıyoluileBerlin’inklasikliberaleğilimlerekseninde,değerçoğulculuğuilebirlikteasılüzerindedurulmasıgerekenözgürlüktürüolaraknegatifözgürlüğeişaretettiğinigörmekteyiz.Negatifözgürlük;bireyselözgürlüklerinamacınıvesınırlarınıbelirleyen,kişininetkialtındakalmaksızınkararlaralabildiği“özel”alandır.Berlin“negatif”isimlendirmesininbirolumsuzlukanlatımıolmayadeğil,“etkikabuledilemezalana”işaretettiğiniözelolarakbelirtmektedir.Kamusalalandagerçekleşenözgürlüğüisepozitifözgürlükolarakisimlendirmektedir.Pozitifözgürlükdışatmosferdegerçekleşir.Yönetimbicimiolarakdemokrasiveliberalhaklarlaçokyakındanilgilidir.Berlin’in1958yılındayazmışolduğuönemlibirmakalesinindeismiolannegatif–pozitifözgürlükayrımı,özgürlüğünnitelendirilmesindegünümüzdedeetkinolarakkullanılmaktadır;buayrım,aynızamanda,“öz”ve“kavramsalalan”ayrımıacısındandaetkindir.</p></trans-abstract>
                                                                                                                                    <abstract><p>Libertyisdefinedindictionariesasnotbeingdeterminedbyanythingoutsideofoneself.Despitetheclarityofthisdefinition,libertyhasbeenoneofthemostdebatedconceptsthroughouthistoryandstillistoday.IsaiahBerlin,oneofthemostsignificantpoliticalphilosophersofthetwentiethcentury,isanimportantarchitectofthenegative-positivelibertydichotomy.Berlincreatedtheopportunityofanassessmentfromadifferentperspectiveofmoralandpoliticalcontextsbyconsideringthedualnatureoflibertyandusingvaluepluralityconcept.Bydividinglibertyintonegativeandpositiveliberties,Berlin,withtheclassicalliberaltendency,pointstonegativeliberty,consideredwiththevaluepluralism,astheonethatshouldbeemphasized.Negativelibertyisthe“private”spherewhichdeterminesthebordersandthepurposeoflibertiesandinwhichpeoplecantakedecisionswithoutanexternalimpact.Berlinspecificallyemphasizesthat“negative”heredoesnotindicateanunfavorablenessbutpointstothespherethat“doesnotacceptanyimpact”.Hecallslibertywhichtakesplaceinthepublicsphereaspositiveliberty.Positivelibertytakesplaceintheouteratmosphere.Itisverymuchrelatedtodemocracyasthewayofgovernanceandalsotoliberalrights.Thedivisionofpositiveandnegativeliberties,asBerlincalledhissignificantarticlein1958,isstillinusetodefineliberty.Thisdivisionisalsoeffectiveinthecontextof“substance”and“conceptualfield”separation.</p></abstract>
