Sugar beet production in Türkiye plays a central role in shaping agricultural activity and supporting the continuity of sugar-related industries. The prospect of Türkiye’s full membership in the European Union has raised a series of economic and structural questions regarding the future of the sector, making it necessary to assess the potential market adjustments that such a transition may require. This study aims to evaluate, in a comprehensive manner, the possible impacts of EU accession on Türkiye’s sugar beet market. To achieve this, an extensive review of national and European regulations, production structures and market characteristics was conducted. The analysis was further supported by a SWOT framework designed to identify the strengths and weaknesses of the sector, as well as the opportunities and risks associated with accession. In addition, qualitative information was gathered through interviews with producers, industry representatives and other relevant stakeholders to better understand sectoral expectations and perceptions. The findings indicate that Türkiye’s long-standing production experience, established producer base and processing capacity offer notable advantages, while cost pressures, productivity disparities and the regulatory adjustments required for alignment present significant challenges. Stakeholder views suggest that full membership may reshape competitive conditions, increase sensitivity in price formation and influence producer behaviour through changes in support mechanisms. The overall evaluation of the study highlights that EU membership could provide the sugar beet sector with meaningful opportunities but also impose constraints that must be carefully managed. As a result, sectoral preparedness and timely adaptation measures emerge as essential components of a successful transition.
Türkiye’de şeker pancarı üretimi hem tarımsal faaliyetlerin şekillenmesinde hem de ilgili sanayi kollarının sürdürülebilirliğinde önemli bir rol üstlenmektedir. Türkiye’nin Avrupa Birliği’ne tam üyeliğinin gündeme gelmesi, bu sektörün geleceğine ilişkin ekonomik, yapısal ve politik pek çok soruyu beraberinde getirmekte ve piyasada oluşabilecek değişimlerin değerlendirilmesini gerekli kılmaktadır. Bu çalışma, üyelik sürecinin şeker pancarı piyasası üzerinde yaratabileceği etkileri bütüncül bir çerçevede incelemeyi amaçlamaktadır. Araştırmada ilk olarak Türkiye ve Avrupa Birliği’nin mevcut düzenlemeleri, üretim yapıları ve piyasa dinamikleri doğrultusunda kapsamlı bir literatür incelemesi gerçekleştirilmiş; ardından sektörün güçlü ve zayıf yönlerini, potansiyel fırsatlarını ve karşılaşabileceği riskleri belirlemek amacıyla GZFT analizi uygulanmıştır. Analizin desteklenmesi için üreticiler, sanayi temsilcileri ve ilgili paydaşlarla nitel veri toplama süreci yürütülmüş ve sektöre ilişkin beklentiler ile algılar derinlemesine değerlendirilmiştir. Elde edilen bulgular, Türkiye’nin üretim geleneği, deneyimli üretici profili ve işleme kapasitesinin sektöre avantaj sağladığını; buna karşılık maliyet yapısı, verimlilik farkları ve uyum gerektiren düzenlemelerin sektör açısından zorluk oluşturabileceğini göstermektedir. Paydaş görüşleri, olası bir üyelik durumunda rekabet koşullarının yeniden şekillenebileceğini, fiyat mekanizmasının daha hassas hale gelebileceğini ve destek politikalarındaki değişikliklerin üretici davranışlarını etkileyebileceğini ortaya koymaktadır. Sonuç olarak, Avrupa Birliği üyeliğinin şeker pancarı sektörü için hem önemli açılımlar hem de dikkatle yönetilmesi gereken sınırlamalar barındırdığı yönündedir ve sektörel uyum sürecine yönelik hazırlıkların kritik önem taşıdığı sonucuna varılmıştır.
