The term relation, in its most generalized definition refers to an interaction between at least two forces; to the intersection of wants, interests and needs - that is to say to the appearance of reciprocality. While a generalized definition originates from such simple principles, a more distinctive one proves to be more complex, for the intersection of wants, interests and needs is not always guaranteed to result in perfect reciprocality. This reciprocality requires an exact equality of relationship which - as the above quotation might suggest - is impossible with nations as with people.
