Organizationof primary health care services is in a backbone of a health system. The aim ofthe study is to scrutinize the policy trends regarding to primary healthcareservices and try to understand the transitions among them.Thehealth policy changes and the related legislative documents were investigatedthroughout Turkish Republic period. The data were collected through documentreview method, and content analysis was made.Apartfrom political controversies and utterances, it is seen that in various timeframes of the Turkish Republic, health policy has depicted the same issues asits objective. These issues have taken place not only in the country’spolitical agenda, but also lots in that of others as well in the new globalview.
