ÖZELLEŞTİRME GELİRLERİNİN EKONOMİK BÜYÜME ÜZERİNDEKİ ETKİLERİ: TÜRKİYE ÖRNEĞİ (1986-2016)

Öz

Bu çalışmada, Türkiye ekonomisinde özelleştirme uygulamalarından elde edilen gelirlerin, kamunun bütçe pozisyonunu ve/veya mali davranışlarını etkilemek suretiyle ekonomik büyüme üzerinde ortaya çıkardığı dolaylı etkileri inceleme konusu yapılmaktadır. Bu yönüyle çalışmada, özelleştirme uygulamalarının son yıllarda yoğunluk kazandığı ve etkinliğinin tartışıldığı Türkiye ekonomisinde özelleştirme gelirlerinin ekonomik büyüme üzerinde teorik çerçevede öngörüldüğü gibi bir etkiye sahip olup olmadığının ampirik açıdan değerlendirilmesi amaçlanmaktadır. Çalışmada özelleştirme gelirlerinin Türkiye ekonomisinin ekonomik büyüme performansı üzerindeki etkilerini tespit etmek üzere kurulan alternatif modeller 1986-2016 dönemi için yeni nesil zaman serisi analizi metodolojisi kapsamında tahmin edilmektedir. Çalışma sonucunda, Türkiye ekonomisinde hem mutlak hem de nispi olarak ölçülen değişkenlerle temsil edilen özelleştirme gelirlerinin ekonomik büyüme üzerindeki etkilerinin negatif yönlü ve/fakat istatistiki açıdan anlamsız olduğu tespit edilmiştir. Bu sonuçlar, özelleştirme uygulamalarından elde edilen gelirlerin Türkiye ekonomisinin ekonomik büyüme performansı üzerinde inceleme dönemi itibariyle herhangi bir etkiye sahip olmadığını ortaya koymaktadır. Türkiye’de özelleştirme gelirlerinin kullanım esaslarını düzenleyen hukuki yapıyla da uyumlu olan bu sonuçlar, özelleştirme uygulamalarından elde edilen gelirlerin, Türkiye ekonomisinin ekonomik büyüme performansı üzerinde teorik çerçevede öngörülen etkilerini örneklem dönemi itibariyle yaratmaya matuf olmadığını göstermektedir.

EFFECTS OF PRIVATIZATION INCOMES ON THE ECONOMIC GROWTH: TURKEY SAMPLE (1986-2016)

Öz

The subject of this study is the indirect effects of the incomes obtained from privatization applications in Turkey economy on the economic growth by effecting the budget position and/or financial behavior of the public. In this research, since the privatization applications have gained intensity and their effectiveness are started to be discussed, it is aimed to empirically analyze whether the privatization incomes affect the economy of Turkey as is predicted in the theoretical framework. The alternative models established in this study to determine the impacts of the privatization revenues on the economic growth performance of Turkey economy are estimated within the scope of new generation time series analysis methodology for the period of 1986-2016. It is found at the end of the study that the effects of the privatization incomes represented by the variables which are both measured as absolute and relative on the economic growth are negatively and/but statistically insignificant. These conclusions reveal that the revenues obtained from the privatization applications have no impact on economic growth performance of Turkey economy as of the investigation period. These results which are accordant with the legal structure arranges the principles of usage of privatization incomes in Turkey confirm that the privatization incomes are not capable of to create the effects of the theoretical framework on the economic growth performance of Turkey economy as of the sampling period.
