ROAD TRANSPORT QUOTAS AS AN IMPORTANT ASYMMETRY OF THE CUSTOMS UNION

Abstract

Bu çalışma, Türkiye’nin AB ülkelerine yönelik karayolu taşımacılığında uygulanan transit ve ikili geçiş kotaları sorununu ele almayı amaçlamaktadır. Çalışmada literatürün yanında küresel bağlamda transit serbestisinin temel anlaşmaları, Gümrük Birliği Anlaşması’nın temel hükümleri, Dünya Bankası, Uluslararası Nakliyeciler Derneği (UND), Ulaştırma, Denizcilik ve Haberleşme Bakanlığı ve AB tarafından yayımlanan raporların analizine dayanan bir araştırma yöntemi izlenmiştir. Hizmetlerin Gümrük Birliği’ne dahil edilmemesi sebebiyle, malların serbest dolaşımını sınırlayan karayolu geçiş kotasının Türkiye ihracatı üzerindeki olumsuz etkisi ise beklenen bulgu kısmını oluşturmuştur
