Effectiveness of Flag State Control: Impact of Inspection Frequency and Number of Inspector

Abstract

Flag State Control (FSC) plays a critical role in ensuring maritime safety and preventing environmental pollution, serving as the first line of defense against substandard ships, while Port State Control (PSC) acts as a secondary safeguard. Therefore, effective FSC implementation is essential for ship inspections. This study investigates the impact of two key factors - inspection frequency and the number of inspectors - on FSC effectiveness. Using a factorial ANOVA, the analysis is based on data from 174 Turkish-flagged vessels inspected under the Paris Momerandum of Understanding (MoU) framework between 2021 and 2024. The findings indicate that both factors, as well as their interaction, significantly affect FSC effectiveness. These results emphasize the need for optimizing inspection schedules and ensuring sufficient inspector allocation to enhance flag state performance. The study provides valuable insights for maritime stakeholders in improving FSC practices to strengthen regulatory enforcement and maritime safety.

BAYRAK DEVLETİ DENETİM ETKİNLİĞİ: DENETİM SIKLIĞI VE DENETİM UZMANI SAYISININ ETKİSİ

Abstract

Bayrak Devleti Denetimi (FSC), deniz emniyetinin sağlanması ve çevre kirliliğinin önlenmesinde kritik bir rol oynayarak standart altı gemilere karşı ilk savunma hattı işlevi görürken, Liman Devleti Denetimi (PSC) ise ikincil bir emniyet mekanizması olarak görev yapmaktadır. Bu nedenle, etkin bayrak devleti denetimi uygulamaları gemi denetimleri açısından kritik öneme sahiptir. Bu çalışma, bayrak devleti denetimi etkinliği üzerinde iki temel faktör olan denetim periyodu ve denetime katılan denetim uzmanı sayısının etkisini incelemektedir. Faktöriyel ANOVA yöntemi kullanılarak yapılan analiz, 2021-2024 yılları arasında Paris Mutabakat Zabtı çerçevesinde denetlenen 174 Türk bayraklı gemilerden elde edilen verilere dayanmaktadır. Bulgular, her iki faktörün ve bu faktörlerin etkileşiminin bayrak devleti denetim etkinliği üzerinde anlamlı bir etkisi olduğunu ortaya koymaktadır. Sonuçlar, denetim programlarının optimize edilmesi ve yeterli denetim uzmanı tahsisinin sağlanmasının bayrak devleti performansını artırmada kritik rol oynadığını vurgulamaktadır. Çalışma, mevzuat uygulamalarının güçlendirilmesi ve deniz emniyetinin artırılması amacıyla denizcilik sektöründeki paydaşlar için önemli çıkarımlar sunmaktadır.
