                                                                                                <abstract><p>Türkiye’nin milli dava olarak ele aldığı, pek çok devletin ise uluslararası bir sorun olarak önem atfettikleri Kıbrıs Soru-nu literatürde farklı boyutlarıyla yoğun şekilde çalışılmış bir konudur. Bu boyutlar içerisinde, 15 Temmuz 1974 dar-besine giden süreçte Kıbrıslı Rumların kendi aralarındaki ayrışma süresince yürütülen resmi Rum propagandası yete-rince ele alınmış değildir. Bu çalışma, bu noktayı ele alarak literatüre katkıda bulunmayı amaçlamaktadır. Çalışma, 1967 yılında Türkiye’nin tepkisini çekmemek için taktik değiştirmek ve Enosis propagandasını ikinci plana düşürmek zorunda kalan Rum lider Başpiskopos Makarios’un yeni propagandasını ve bu propaganda içerisinde kendisine “Enosis davasını yüzüstü bırakmak” suçlamasıyla muhalefet eden silahlı Rumların konumunu mercek altına almaktadır. Ça-lışma Güney Kıbrıs, İngiltere ve ABD’nin resmi arşivlerinden ve dönemin Türk ve Rum gazetelerinden yararlanmış, tarihsel ve nitel bir belge analizi yöntemi izlemiştir. Çalışmanın temel bulgusu, Makarios’un Rum toplumunda kendisi-ne muhalif fanatik kesimleri “Enosis’e değil adanın bölünmesine hizmet etmekle” suçlayarak toplumun geri kalanın-dan ayrıştırdığıdır. Makarios 1963-1967 döneminde Kıbrıslı Türklere uygulanan şiddet nedeniyle Türkiye’nin sabrının taşma noktasına geldiğinin farkındadır. Benzeri tahriklerin devamı Türkiye’yi askeri müdahalede bulunmaya itecektir. Rum liderin 1967 sonrasında sistematik olarak kullandığı propaganda dilinde “makul” vatandaş Enosis’in gerçekleş-mesi için sabırsızlığa kapılmayan ve Türkiye’yi tahrik etmeyen vatandaştır. Dolayısıyla, bu kalıba uymayan silahlı muhalifler “makul olmayanlardır”.</p></abstract>
