This study continues the analysis of the socio-political, military, and administrative conditions of Ottoman rule in Egypt and Syria following the French expedition to Egypt under Napoleon Bonaparte in 1798. The research utilizes qualitative research methods, employing "historical analysis" and "comparative document review" through official archival documents from the period, domestic and foreign writings on the subject, chronicles, and military reports. The article examines how the French occupation took place, the nature of the battles fought in the region, and the effects and changes these battles had on the people in the divided centers of Cairo, Alexandria, and Acre. The main finding of the study is that the evacuation of Alexandria in 1801 shook the Mamluk state in the region, laying the groundwork for a new political chaos. The article argues that this expedition highlighted the differences in technical and logistical capacity between East and West; it considers this period a breaking point where the effects of European-centric military modernization were experienced for the first time in the Ottoman geography.
Bu çalışma, 1798 yılında Fransızların Napolyon Bonapart’ın komutasında gerçekleştirilen Mısır Seferi’nin, Mısır ve Suriye’deki Osmanlı hakimiyeti üzerindeki sosyo-politik, askeri ve idari etkilerini analiz etmeyi amaçlamaktadır. Araştırmada nitel araştırma yöntemlerinden yararlanılmış olup dönemin resmi arşiv belgeleri, Konu hakkında yazılan yerli ve yabancı eserler, kronikler ve askeri raporlar üzerinden "tarihsel analiz" ve "karşılaştırmalı doküman incelemesi" metodu kullanılmıştır. Makale, Fransız işgalinin nasıl gerçekleştiği bölgede yapılan savaşların nasıl olduğu ve bu savaşların Kahire, İskenderiye ve Akka gibi stratejik merkezlerin İnsanlar üzerinde bıraktığı etkiler ve değişimleri mercek altına almaktadır. Çalışmanın temel bulgusu, 1801 İskenderiye Tahliyesi sonrası bölgedeki ortaya çıkan otorite boşluğunun Memlûk yapısını sarsarak yeni bir siyasal kaosa zemin hazırladığıdır. Makalede Bu sefer, Doğu ile Batı arasındaki teknik ve lojistik kapasite farkını görünür kılmış; Osmanlı coğrafyasında Avrupa merkezli askeri modernleşmenin etkilerinin ilk kez bu yoğunlukta tecrübe edildiği stratejik bir kırılma noktası olarak değerlendirilmiştir.
