                                                                                                <abstract><p>Toplumsal hareketler, kolektif davranışların özgün bir türü olmakla birlikte ortak bir amaç için planlı, organize ve genelde örgütlü olarak hareket eden, kalıcı etkiler ve sonuçlar elde eden kolektif yapıyı ifade etmektedir. Toplumsal hareketler kamu politikası yapmanın ayırt edilebilir bir yolu olarak görülmektedir. 1960 sonrası dönemde ortaya çıkan çeşitli hareketlerle birlikte toplumsal hareketlerin nasıl ve neden ortaya çıktığı, hareketlerin süreçlerine yönelik teoriler geliştirilmiştir. Bu teoriler kaynak seferberliği teorisi, politik süreç teorisi, yeni toplumsal hareketler teorisi ve çerçeveleme teorisidir. Çerçeveleme teorisi, diğer teorilerden farklı olarak hareketin ortaya çıkması ve sürdürülmesi için mikro nedenlere odaklanmıştır. Mikro mobilizasyon ve sosyal psikolojinin hareketler için önemini vurgulamaktadır. Bu bağlamda çerçeveleme teorisi, toplumsal hareketlerin oluşumu, harekete katılımın sürdürülmesi ve katılımın arttırılması için stratejik görevleri anlatmaktadır. Bu doğrultuda çalışmada, toplumsal hareket teorileri açıklanmış ve çevçeveleme teorisinin diğer teorilerden farkları ortaya konmaya çalışılmıştır.</p></abstract>
