                            <p>The Russia-Ukraine war shook the international order and global politics and accelerated the transformation of right-wing ideology in Russian domestic politics. The right-wing political understanding that took shape in the 1990s began to adopt theses similar to those of radical right-wing movements in Europe, and there were even allegations that Russia provided financial and ideological support to far-right parties in some European countries. The political transformation in Russia, which has historically been considered an integral part of the European continent, is an important element that should not be ignored in understanding developments in Europe. Today, right-wing tendencies in Russia are increasingly shaped around a &quot;civilizationalist&quot; and &quot;nativist&quot; discourse that emphasizes a return to conservative Christian Orthodox values. This transformation is paving the way for the construction of a new Russia. Under the rule of Russian President Vladimir Putin, the changes in the political structure of the country have redefined the process of formation of ruling elites within the framework of &quot;sovereign democracy,&quot; and policies aimed at ensuring the continuity of the regime called &quot;Putinism&quot; have come to the fore at every stage. In this context, the transformation of right-wing politics in Russia has become an issue that needs to be carefully analyzed not only in terms of Russia&#039;s domestic dynamics, but also for regions such as Europe and Turkey. This article analyzes the transformation of right-wing politics in the Russian Federation in three historical periods: 1990-2000 &quot;Neoliberal Consensus&quot;, 2001-2014 &quot;Crimean Consensus&quot;, and post-2022 &quot;Ruling Class&quot;. The study analyzes how the right-wing political elites were formed during this period, under what conditions they changed, and how the new elites tried to construct the &quot;Sovereign Democracy&quot; ideology. This transformation is analyzed within the framework of geopolitical developments and domestic economic dynamics, and the processes of liquidation of certain elite groups and the ideological structure formed by the new elites replacing them are evaluated.</p></trans-abstract>
                                                                                                                                    <abstract><p>22 Şubat 2022&#039;de başlayan Rusya-Ukrayna Savaşı, uluslararası ilişkiler düzenini ve küresel siyaseti derinden sarsmış, aynı zamanda Rusya’nın iç siyasetinde sağ ideolojinin dönüşümünü hızlandırmıştır. 1990&#039;larda şekillenen sağ siyasi anlayış, Avrupa&#039;daki radikal sağ akımlarla benzerlik gösteren tezleri benimsemeye başlamış ve hatta Rusya’nın bazı Avrupa ülkelerindeki aşırı sağ partilere mali ve ideolojik destek sağladığı iddiaları gündeme gelmiştir. Tarihsel olarak Avrupa kıtasının ayrılmaz bir parçası olarak değerlendirilen Rusya’da yaşanan siyasal dönüşüm, Avrupa’daki gelişmeleri anlamlandırmada göz ardı edilmemesi gereken önemli bir unsurdur. Günümüzde, Rusya’da sağ eğilimlerin giderek daha &quot;medeniyetçi&quot; ve &quot;yerelci&quot; (nativist) bir söylem etrafında şekillendiği, muhafazakâr Hristiyan Ortodoks değerlerine dönüş vurgusunun ön plana çıktığı görülmektedir. Bu dönüşüm, yeni bir Rusya mı inşasına zemin hazırlamaktadır? Sorunu önemli hale getirmektedir. Rusya Devlet Başkanı Vladimir Putin’in iktidarında, ülkenin siyasal yapısında yaşanan değişimler, egemen elitlerin oluşum sürecini &quot;Egemen Demokrasi&quot; çerçevesinde yeniden tanımlamış ve her aşamada &quot;Putinizm&quot; olarak adlandırılan rejimin sürekliliğini sağlamaya yönelik politikalar ön plana çıkmıştır. Bu bağlamda, Rusya’da sağ siyasetin dönüşümü, sadece Rusya’nın iç dinamikleri açısından değil, Avrupa ve Türkiye gibi bölgeler için de dikkatle incelenmesi gereken bir konu haline gelmiştir. Bu makale, Rusya Federasyonu’ndaki sağ siyasetin dönüşümünü üç tarihsel dönemde ele almaktadır: 1990-2012 &quot;Neoliberal Uzlaşı&quot;, 2012-2014 &quot;Kırım Uzlaşısı&quot; ve 2022 sonrası &quot;Egemen Sınıf&quot;. Çalışmada, sağ siyasi elitlerin bu süreçte nasıl şekillendiği, hangi koşullar altında değişime uğradığı ve yeni elitlerin &quot;Egemen Sınıf&quot; ideolojisini nasıl inşa etmeye çalıştıkları analiz edilmektedir. Bu dönüşüm, jeopolitik gelişmeler ve iç ekonomik dinamikler çerçevesinde ele alınarak, belirli elit grupların tasfiye edilme süreçleri ve yerlerine geçen yeni elitlerin oluşturduğu ideolojik yapılanma değerlendirilmektedir.</p></abstract>
